First Homes at Ellenbrook


In order to meet the local housing demand in Moreton-in-Marsh, and to help support first-time buyers with getting themselves on the housing ladder, a selection of properties available at Ellenbrook are being offered as part of the Government First Homes scheme.
This means that eligible buyers will be able to purchase select properties at 70% of the open market value. To qualify for one of the First Homes at Ellenbrook, applicants must initially meet a set of pre-defined national and local criteria, outlined below.
National Criteria
Purchasers must meet all of the following:
- are aged 18 or older
- are first-time buyers
- are able to get a mortgage for at least half the price of the home
- are buying the home as part of a household where the total income is no more than £80,000 per year
Additional Local Criteria (set until June 2025)
In line with the terms of this Government scheme, these homes will initially be offered exclusively to those who also meet one of the following criteria. This exclusivity period ends in June, after which you are only required to meet the National Criteria outlined above.
Purchasers must meet one of the following:
- Are a Key Worker
- Are an Armed Services Member
- Have a local connection to the town (detailed below)

Official Definitions
Local Connection to the Town
You are considered to have a local connection to the town of Moreton-in-Marsh if you are someone who:
- has been continuously resident within Moreton-in-Marsh or an adjoining parish, or the Cotswold District for the last five years
- has been permanently resident within Moreton-in-Marsh or an adjoining parish, or the Cotswold District for 5 years or more, within the previous 20 years
- has a contract of permanent employment at a workplace within Moreton-in-Marsh or an adjoining parish, or the Cotswold District
- has current family associations (parents, sons, daughters, brothers, sisters) who have lived within Moreton-in-Marsh or an adjoining parish, or the Cotswold District for the last five years
- needs care from a person in Moreton-in-Marsh or an adjoining parish, or the Cotswold District
Key Worker
A person employed or with a confirmed job offer in health, education and community safety such as NHS staff, teachers, police, firefighters and military personnel, social care and childcare workers.
